Entry in to Canada

Was an article in one of our newspapers stating non residents cannot enter Canada if you have a conviction for DUI, assault and some other offenses I cant recall? The immigration websight does seem to confirm this exists. Is this being enforced? If so, how in the world can they enforce it with so many people crossing daily?
